Water gushes out of an opening in the pipeline running along the Mehrauli-Badarpur Road, near Tughlaqabad Fort. Residents of surrounding slums bring out their soaps and shampoo, clothes and even bikes for washing. A private tanker drives up -- water-starved Sangam Vihar is close by and dependent on such tankers. Though unconfirmed, locals say the DJB officials have deliberately removed the lid to drain the water before installing a new line.
